Texas law only states that no genitals can be exposed for an Indecent Exposure charge, and since women's breasts do not fall under "genitals" it is technically legal for women in Texas to go topless. But you still can get charged with Disorderly Conduct depending on the situation.

The only legal way anyone underage can drink is if the parent, legal guardian, spouse, or anyone that has custody of said minor buys the alcohol and is present when the minor is consuming the alcoholic beverage.

While it is more difficult to get the equipment to listen to police radio, it is not illegal to do so. So if you can get a hold of a scanner, app, or online source to listen to police radio, feel free to listen to it. But, if you are caught trying to block or interfere with police or emergency medical radio frequencies, you can be arrested.
